Canada has issued important clarifications regarding the eligibility and requirements for obtaining a transit visa for foreign nationals. A transit visa, which is a fee-exempt temporary resident visa, is mandatory for travellers from visa-required countries who are transiting through Canada on their way to another destination.
A transit visa is required when travellers are ineligible for an electronic travel authorization (eTA), which is typically needed for most visa-exempt foreign nationals travelling to or through Canada by air. The eTA is valid for five years or until the applicant’s passport expires.
Transit Visa Requirements
To be eligible for a Canadian transit visa, foreign nationals must provide proof that they are transiting through Canada between two international flights within a 48-hour window. Additionally, they must carry a valid visa for entry into their final destination. A Canadian transit visa does not guarantee entry into the country, as entry decisions are made by the Canada Border Services Agency (CBSA) upon arrival.
Transit visas are available as single or double-entry visas and do not require a processing fee. While biometrics are generally required, they are also exempt from any additional fees.
Exemptions for U.S. Travellers
There are specific exemptions for travellers holding valid U.S. non-immigrant visas and Canadian temporary resident visas. They are not required to provide biometrics if their transit through Canada is less than 48 hours to or from the United States.
Additionally, the Transit Without Visa Program and the China Transit Program allow certain foreign nationals to transit through Canada without a transit visa, provided they meet specific requirements.
