In ministerial instructions published on January 18, 2025, Immigration, Refugees and Citizenship Canada (IRCC) announced that the Canadian federal government had set a cap of 505,162 for study permit applications for the remainder of 2025. The cap will be in effect from January 22 to December 31, 2025, and the department will only process applications for study permits until it is reached; after that, any additional applications will be returned without processing and the application fees will be reimbursed. This cap is for applications that are accepted for processing and does not refer to the total number of study permits that will be granted this year.The ministerial directives state that, in accordance with the 505,162 study permit application processing objective, Canadian provincial and territory governments have already been allotted funds for overseas students. In order to limit the number of temporary residents, the federal government caps study permit applications in an effort to minimize the issue of net new study permits. What distinguishes applications that are approved from those that are processed?
The 505,162 application total does not include the accepted applications; rather, it is the total number of applications that the IRCC will review. The IRCC has chosen to limit the quantity of study permit applications it will handle after the foreign student cap went into effect on January 22, 2024.According to remarks made by Immigration Minister Marc Miller in 2024, the IRCC establishes a target for the approval of study permits. In order to do this, the department makes the assumption that study permit applications will be consistently denied and accounts for students who are currently in Canada and are likely to decide to stay in the country longer (based on statistics from prior years). The department's processing goal of 505,162 applications this year is much lower than the 606,250 applications it sought to complete the previous year. The IRCC sought to authorize 364,000 applications for study permits in 2024 . The number of research permits the IRCC plans to issue this year has not yet been announced. The department's goal is to welcome (or land) 305,900 new students year between 2025 and 2027, according to the 2025–2027 Immigration Levels Plan. This is the number of foreign students that the IRCC will try to bring to Canada each year, not the number of study permits that have been awarded. Landings and application approvals are not the same because of the time lag between a student's application for a study visa and their arrival in Canada to start their studies. The newly imposed cap on study permit applications is expected to significantly impact prospective international students, especially those from countries with high demand for Canadian education, such as India, China, and Nigeria. With a reduced processing target, competition for study permits is likely to intensify, compelling applicants to submit well-prepared and complete applications to enhance their chances of being processed. Additionally, the cap may discourage late applicants, as delays in submission could result in their applications being returned without review. Stakeholders in the education sector, including universities and colleges, may also face challenges in meeting enrollment targets, particularly as the cap could affect institutional planning and financial forecasts. While the measure is designed to address concerns about housing shortages and resource strain, it may inadvertently limit Canada’s ability to attract global talent and diminish its reputation as a top destination for international education.
