In response to concerns from Indian industries, the Union government has launched a streamlined and time-bound process for granting business visas to Chinese technicians involved in manufacturing projects. The initiative, effective from August 1, aims to address delays that have impacted companies investing in sectors covered by the Production-Linked Incentive (PLI) schemes.
Simplified Visa Process
Under the new guidelines issued by the Ministry of Home Affairs, visa applications for Chinese nationals and other countries sharing land borders with India will be expedited. Once a company submits an e-visa application, it will be routed to relevant government departments, including the Ministry of External Affairs and security agencies, for approval. The entire process, including approval or rejection, is required to be completed within 28 days, with the business e-visa valid for six months.
Boosting Strategic Sectors
The streamlined visa process is expected to alleviate challenges faced by firms investing in 14 key sectors under the PLI scheme, which aims to strengthen manufacturing in India. These sectors include mobile phones, telecommunications, electronics, pharmaceuticals, and more. Delays in visa approvals have particularly impacted critical activities like the installation and repair of machinery in industries such as solar photovoltaic modules, specialty steel, and white goods.
Equal Treatment for Non-PLI Beneficiaries
The new guidelines also ensure that companies establishing manufacturing units in India, even if they do not seek government subsidies under the PLI schemes, receive the same expedited visa processing. This move addresses concerns about prolonged approval times and uncertainty, which have previously hampered productivity.
Automated and Time-Bound System
Previously, the visa issuance process was manual and could take several months. The introduction of a fully automated system will now allow for easier tracking of applications and ensure that approvals are completed within a month or, at most, 45 days.
Context of India-China Relations
The strained relationship between India and China, particularly after the Galwan Valley clash in June 2020, led to increased scrutiny of Chinese investments and delays in visa approvals. The new measures represent a significant step towards easing these restrictions and facilitating smoother business operations.
