All articlesJustin Trudeau, the prime minister of Canada, has admitted that his government might have changed the immigration program more quickly and pointed to "bad actors" abusing the system.
In an almost seven minute video uploaded on his YouTube account on Sunday, Trudeau discussed the rationale behind a contraction in admission of permanent residents to Canada and modifications being made to the foreign workers program.
In the video, Trudeau said “In the last two years, our population has grown really fast, like baby boom, fast and increasingly bad actors like fake colleges and big chain corporations have been exploiting our immigration system for their own interests.”
He further stated that there was demand to bring in more labour post the pandemic. “So, we brought in more workers. It was the right choice. It worked. Our economy grew. Restaurants and stores reopened, businesses kept running, but most importantly, in spite of lots of economists' predictions, we avoided the worst-case scenario – a recession. But some saw that as an opportunity to profit from gaming the system.”
Talking about educational colleges and universities, he stated that some educational institutions charge international students thousands of dollars more than their domestic counterparts.
“Far too many colleges and universities used international students to raise their bottom line. There is fraud and abuse and it needs to end,” said Trudeau.
The number of permanent residents who must be admitted to Canada will decrease by 21% under the country's revised immigration plan for 2025–2027. Even the goal of 5,000 permanent residents has been lowered to 3,95,000 instead.
